The minimum charges, as provided in the rate schedule, shall be made for each connection through a single delivery and metering point per metering period (one month).   Title: Cost Overruns : With regard to both water and sewer taps, in instances of extraordinary circumstances which cause the Town's actual expense to be higher than the amount charged by the schedule, the customer shall pay the actual, documented additional expense. Examples of such circumstances include, but are not limited to boring, material and outside contractor cost where the particular installation is more costly than normal due to rock, boring requirements and other such exceptional conditions or circumstances.
